The PA Uses the UN AS A SIDE- STEPPING ROAD TO AVOID NEGOTIATIONS / DR.Rivka Shpak Lissak

I never supported settlements. But,the settlement issue is not the major issue between Israel and the Palestinians. The real issue is the "right of return."

Until 1967 there were no settlements in Gaza or the Western bank. Still, the Palestinians rejected 4 opportunities to have a state along Israel because they were against a Jewish state altogether:

1936/7 – the Peel Commission proposed a Jewish and an Arab state to solve the conflict. The Jews agreed – the Palestinians rejected the proposal.

1947 – the UN resolution included a 2 state solution: a Jewish and an Arab state. The Jews agreed, the Palestinians rejected the resolution and the Arab world invaded Israel declaring its goal "to throw the Jews into the sea."

1948 to 1967 – the Western Bank and Gaza Strip were under Arabic rule. Why Palestinians did not demand a state?

1967 – after the 6 days war Israel proposed "land for peace," but the proposal was rejected.

THE PA REJECTED 2 MORE OPPORTUNITIES TO HAVE A STATE BESIDES ISRAEL:

2000 – the Clinton- Barak proposal at Camp David included a solution to the settlement issue, division of Jerusalem and a solution to the holy mountain issue. Arafat rejected the proposal and started an Intifada, because it included the settlement of the refugees in the Palestinian state and not in Israel.

2008/2009 – Ulmert's proposal included most Palestinians demands, but not the settlement of the refugees in Israel. Abu Mazen admitted in an interview with a Washington Post reporter that Ulmert's proposal was even better than the 2000 proposal. Yet, he did not sign an agreement, nor proposed an alternative.

Conclusion:

A.The real issue is not the settlements but the refusal of the Palestinians to give up the "right of return." They still dream to put an end to the Jewish state by settling the refugees in Israel.
If you do not believe – read the declarations of the leaders of the Israeli –Arabs: They openly declare that their "Future Vision of Israel" is to settle the refugees in Israel and put an end to the Jewish state.
B. If the PA rejected the proposals of the Labor and Kadima parties in 2000 and 2008/9, they have no reason or intention to talk to Netanyahu. They do not expect to get a better proposal.

But, since Netanyahu declared his agreement to a 2 state solution, the PA needs to put the blame on Israel. President Obama and the European Union gave the PA the excuse: settlements.
If the settlements were such a major problem, PA could put an end to settlement building in 2000 and in 2008/9.

The Arab – Palestinian plan is to demonize and de-legitimize Israel's very existence through lies against the Israeli army and lies about Apartheid. (The killing of the Palestinian child Muhammad Al Dura that never happened or the Jenin Massacred that never happened and many more lies).

The US and the European Union's policy do not support negotiations.

Also, some pro – Palestinian Human Rights Organizations publish reports on Israeli war crimes. They support the UN Human Rights Council whose members represent states in which there are no human rights at all .( Read the research on these organizations on Jonathan D.Halevi Blog).

The refusal of the PA to come to an agreement with the pro- peace parties, is responsible for the rise of the right wing in Israel. The PA prefer a right wing government in Israel, because thus its makes it easier to blame Israel for refusal to make peace.
